Former Director, UOC Master's Degree in Telemedicine
Prof. Francesc Saigí-Rubió is Full Professor at the Faculty of Health Sciences of the Universitat Oberta de Catalunya (UOC) and Director of the UOC's WHO Collaborating Centre on Digital Health — a designation renewed by WHO in 2025, after the centre had served as WHO Collaborating Centre in eHealth since 2018.
His research focuses on digital health, telemedicine and healthcare transformation, with particular emphasis on the implementation, evaluation and scaling of digital health services and on the digital competencies of healthcare professionals. He has extensive experience in education and capacity building in digital health and has led the UOC Master's Degree in Telemedicine.
He collaborates with WHO and national health authorities in developing digital health strategies, competency frameworks, implementation approaches and tools that support health system transformation — including COMPDIG-Salut, a validated digital competency framework for health professionals in Catalonia, whose approach informed Romania's national Digital Health Competency Framework commissioned by the WHO Regional Office for Europe.
